This violation video at the southbound intersection of General Booth Blvd. and Dam Neck Rd. was captured in the mid 2010s. An automated ticket was issued to the driver making the slow-rolling right turn while cross traffic had non-conflicting GREEN Left-Turn signals.
Virginia’s red-light camera law, Code § 15.2-968.1 enacted in 2009, requires that “reasonable improvements” be made at traffic intersections before camera enforcement is deployed. A reasonable improvement at this intersection would be replacing the RED Right-Turn signal indication with a GREEN Right-Arrow indication, allowing right-turn traffic to flow safely without making an unnecessary stop during the protected GREEN Left-Arrow phase on the cross street. In 2020, automated citations continue to be issued for safe, yielding right turns at several Virginia Beach intersections where the RED indication should be a GREEN Right-Arrow light.
