Homeowners will be charged a $23 annual transportation fee to pay for street reconstruction and sidewalk projects that previously were funded by special assessments.
The fee will take effect early next year and be frozen at $23 for five years. It will appear as a $5.75 charge on quarterly utility bills.
Finance Director Mike Easker said the fee will generate $400,000 annually.
Property owners who have been assessed for street reconstruction and sidewalk projects in the past five years will get a prorated break from the fee.
