Since its inception, American policing has never been an unpolarized institution. The initial American police forces were slave patrols and modern police have engaged in violence and cruelty against Black people to enforce Jim Crow laws and the war on drugs. Police brutality is distressing given its disproportionate impact on Black people and people of color. When demonstrators and activists ask for police reform, many are asking to defund police departments and dismantle this oppressive system.
As the country is now debating how to reform American policing, let’s focus on police training — international police training programs, to be specific.
