    What transition? It’s the same as before. Nobody drives any slower, police aren’t out any more than they were before. I think it’s just something the city council did to appease people complaining about cars driving too quickly through their neighborhoods but it really changes nothing.

    I can certainly believe that. When speed limits are posted too low then motorists will drive at the speed that is safest. That is why the 85th percentile is so important to protect.
