HB 639 was introduced in the House on January 16, 2019 and referred to the Transportation Committee. The bill was scheduled for a February 12, 2019 committee hearing and is now scheduled for a February 19, 2019 Executive Session.

The bill reduces the minimum speed limit of a state highway within the boundaries of cities or towns from 25 mph to 20 mph. A municipality may petition the state transportation commissioner for the minimum posted speed arbitrarily, i.e., without the justification of a speed study or engineering analysis.
