Illinois House Bill 3055 would prohibit a municipality from using “points systems, quotas, or any related process that tracks or accounts for the number of citations or warnings issued by a police officer.” It would also prohibit these measures from being used in an officer’s “points of contact” evaluation. The bill is currently under consideration in the House Rules Committee.

The NMA supports this bill. Law enforcement officers should never be pressured to issue tickets to meet a performance-based quota. This results in unnecessary, and often unjustified, ticketing which is unfair to motorists and breeds distrust between the community and police.
