HSB 36 was introduced on January 23, 2019 and assigned to a subcommittee of the House Transportation Committee. A hearing date has not yet been assigned.

The NMA support for this bill is decidedly guarded. We remain opposed to speed cameras and red-light cameras for the numerous reasons posted at the respective links. Much of HSB 36 however spells out prohibitions on the use of automated camera system by local authorities unless specific procedures are followed which include transparency to the public, justification studies and even daily calibration requirements for the systems.

Those restrictions are important qualifiers. This bill bears watching as it makes its way through the legislative review process. Changes to the language could easily flip the NMA’s support to opposition.
