Electronic Tolling Lead To Higher Fees (PDF)
Amy Finkelstein, an economist at the Massachusetts Institute of Technology, published this paper that demonstrates the consequences of electronic tolling. Her conclusion: It makes us forget how much we pay, and it makes lawmakers more likely to make us pay more.

Empirical Evidence Of Toll Road Traffic Diversion (PDF)
This study questions federal efforts to promote the use of toll roads throughout the country by documenting certain negative side effects tolls have on secondary road networks. Researchers Peter Swan of Penn State University and Michael Belzer of Wayne State University presented their findings during the 2008 Transportation Research Board annual meeting in Washington, DC.

NMA Position on Tolls

The NMA supports the concept of a transportation system being supported by user fees, as well as taxes related to properties, residences, and businesses being served by this system.

However, the NMA does not support the use of excessive user fees (e.g. congestion fees) to ration or discourage access to public roadways. Nor does the NMA support the establishment of new toll roads, the conversion of freeways to toll roads, or the partial tolling of existing highway corridors.
