WHAT'S UP WITH THIS HEAD INJURY SURCHARGE?
There are at least three problems:
- Since most speed limits are arbitrary and not based on any safety measurements, the charity associated with exceeding them becomes irrelevant. Why single out the Brain Injury Association and not try to save the manatees? Oh, wait, here is a thought: How about using that money to do good for everybody and make improvements to Drivers Ed?
- The state knows some of the money isn't going to the head injury fund at all - it goes into the general fund. Yet official state publications such as the Driver's Manual and the Uniform Traffic Citations are re-printed over and over with the incorrect information. It's as if telling the people all of their surcharge is going to a worthy cause is supposed to make it more palatable, rather than telling us the truth: 30% of the 'Head Injury Surcharge' is really a speeding tax.
If 20% of all the speeding convictions in the state were written for tickets on the Masspike and its bridges and tunnels, I estimated since 1999 the state collected at least $16 million illegally. Where is a class-action-suit lawyer when you need one?
